the County of Wellington and all lower tier municipalities within the County are concerned about the safety and well-being of our citizens and visitors, and Whereas in 2017 the Province of Ontario authorized the use of Automated Speed Enforcement in municipalities to address ongoing issues with speeding in School Zones and Community Safety Zones, and Whereas speeding is a major concern of residents in the County of Wellington and Automated Speed Enforcement provides an effective means of ensuring road safety and compliance with the law, and Whereas evidence-based research provincially, nationally, and internationally indicate that the use of Automated Speed Enforcement reduces the overall speed on effected roadways and therefore has potential to enhance road safety, and Whereas the Ontario Association of Chiefs of Police calls for the expansion and mandated use of Automated Speed Enforcement. Therefore, be it resolved that County of Wellington staff: Are directed to complete a cost and benefits analysis of Automated Speed Enforcement of both permanent locations or by rotation of cameras in Community Safety and/or School Zones, Are directed to lead discussions with local municipalities within the County of Wellington as partners in the local implementation of Automated Speed Enforcement, and That staff reports are brought to the County of Wellington Roads Committee for discussion
