That persons desiring to address Council be permitted to do so.

That the delegation by Dr. Marieke Wevers, Resident, Town of Erin regarding OPA 131 Rural Area Policies and Growth be received for information.

That the delegation be granted an additional ten minutes to present.

That the delegation by Pierre Chauvin, Partner, MHBC Planning, Ondrej Benjik, Director of Development, Aypa Power and Cindy Lindsay, Property Owner of Proposed Site be received for information.

That the delegation by Jason MacDonald, Government and External Relations, Canadian Union of Skilled Workers be received for information.

That by-laws 5937-25, 5940-25 to 5948-25 taken as read a first and second time by the Clerk, and that they be given consideration in Committee of the Whole.

That Council now go into Committee of the Whole.

That Council move into a closed meeting for the purposes of considering personal matters about an identifiable individual, labour relations or employee negotiations, litigation or potential litigation and advice that is subject to solicitor-client privilege.

That the September 9, 2025 Minutes of the Roads Committee be received and

That the September 10, 2025 Minutes of the Wellington County O.P.P. Detachment Board be received and

That the September 10, 2025 Minutes of the Joint Social Services & Land Ambulance Committee, be received and

That the September 10, 2025 Minutes of the Information, Heritage and Seniors Committee be received and

That the County Official Plan Review – OPA 131 Rural Area Policies and Growth report be received for information; and That the County Clerk circulate this report to Member Municipalities for information; and That draft OPA 131 Rural Area Policies and Growth be circulated for comments; and That staff be directed to schedule and hold an open house(s) under the Planning Act to provide the public with opportunities to review and comment on the amendment; and That the Planning Committee be authorized to hold a public meeting under the Planning Act at the appropriate time.

That a by-law adopting County of Wellington Official Plan Amendment No. 130 be approved.

That the September 11, 2025 Minutes of the Planning Committee, with the exception of Item 4. Official Plan Amendment No. 130 - Elora BESS LP (Aypa Power), and Item 8. County Official Plan Review - OPA 131 Rural Area Policies and Growth, be received and

That the Committee rise as Council to report and confirm the actions taken in Committee of the Whole.​
